The new digital tool allows users to submit applications for CIAs, submit accessible rental contracts, consult maximum rent limits per municipality and typology, use calculation tools, and carry out procedures related to municipal accessible rental programs.
CIAs are for investments in properties for housing rental, with contracts between the investor and IHRU, lasting between 10 and 25 years. The RSAA, in turn, defines the conditions for qualifying contracts as accessible, including rent limits and minimum terms.
The Municipality of Fornos de Algodres is evaluating the financial and operational framework of these schemes. The granting of municipal tax benefits associated with CIAs, such as IMT and IMI exemptions, depends on legally required procedures and decisions, and no municipal decision has yet been made in this regard.
At this stage, the Municipality informs that no municipal application or adhesion procedure is open, nor does it submit on behalf of property owners. A Municipal Accessible Rental Program has not been created under this new framework, and the Municipality does not pre-confirm the eligibility of investments or contracts.
Property owners, investors, and interested parties can consult the IHRU platform at https://www.portaldahabitacao.pt/web/guest/incentivos-ao-arrendamento. Technical clarification requests should be directed to IHRU via cia@ihru.pt.
