The guide covers rights in daily consumption, mobility, transport, housing, domestic savings, health, and free support products. Individuals with a disability rating of 60% or more, certified by the Multi-use Incapacity Medical Certificate (AMIM), benefit from a set of rights and tax exemptions.
In consumption, key rights include mandatory priority service at public and private entities, access for guide dogs to commercial and catering establishments, and the right to request invoices and contracts in accessible formats from telecommunications and energy companies.
For mobility and transport, rights include exemption from Vehicle Tax (ISV) when purchasing a new or imported car (up to €7,800 tax, every 5 years), annual exemption from the Road Tax (IUC) (up to €240), issuance of a free Parking Card, and discounts on social passes and tickets for trains, metros, and buses.
In housing and domestic savings, subsidized housing loans with lower interest rates, reduced VAT (6%) on adaptation works for improved accessibility, and the Social Energy Tariff for low-income disability pensioners are available.
In healthcare, citizens with disabilities benefit from total exemption from user fees in the National Health Service (SNS) and can obtain devices and equipment such as wheelchairs or walkers free of charge through the Support Products Allocation System (SAPA), upon medical prescription.
The Barreiro CIAC is available to clarify and guide consumers who have faced issues such as refusal of priority service, commercial barriers, or discrimination. It is recommended to fill out the Complaints Book and contact the CIAC for information on rights and referral to conflict resolution entities.
