The program begins with a tender for nine homes in the Urbanização das Leiras, in Campelo, with monthly rents of 300 euros for four T2 apartments and 350 euros for five T3 apartments. The opening of the tender and its award conditions were unanimously approved at the City Council meeting on October 27.
The values set by the Municipality are 30.4% lower for T2 and 33% for T3 compared to the maximum limits established by Portaria n.º 454/2026/1, of October 13, which allow for increases for homes with private parking.
The Municipal Affordable Rental Program, whose regulation was published in Diário da República on October 7, aims to address housing access difficulties by providing permanent residence solutions with costs adjusted to families' economic capacity.
The nine homes in the tender are part of a set of 18 housing units financed by the 1.º Direito Program, through the Recovery and Resilience Plan (PRR). The remaining nine are for supported rental. Access to these nine homes requires registration in Baião's Local Housing Strategy and fulfillment of specific housing and financial need requirements.
The allocation will be made through a competitive process, based on a 100-point evaluation matrix considering factors such as economic situation, family composition, vulnerability, age, and length of residence in the municipality. Leases will have an initial duration of five years, renewable for another two.
Applications will be accepted from November 2 to 13, 2026, with in-person submission at the Edifício de Extensão dos Serviços Municipais of the Câmara Municipal de Baião, at Rua Eça de Queirós, n.º 56, on weekdays, from 9:00 AM to 1:00 PM and 2:00 PM to 5:00 PM.
