The Council of Ministers convened on October 8, 2026, at the Official Residence of the Prime Minister, approving the Draft Law for the 2027 State Budget. Additionally, several Decrees-Law and Resolutions impacting various sectors were passed.
One of the diplomas aims to alter the programming regime for infrastructure and equipment within the PSP, GNR, and other services of the Ministry of Internal Administration. This change will allow investments up to 76 million euros in 2027 to be initiated before the 2027-2031 programming cycle takes effect, enhancing the operational capacity and working conditions of security forces.
A Decree-Law transposing the European Renewable Energy Directive was also approved, updating national targets. Portugal aims to achieve 49% renewable energy in total consumption by 2030, with specific targets for buildings (75%) and transport (29%).
The National Program for Air Pollution Control was approved, defining the national strategy for reducing pollutant emissions over the next decade. The program covers agriculture, industry, domestic heating, mobility, and transport sectors, focusing on energy efficiency, electrification, and strengthening public transport.
Portugal will implement the European FuelEU Maritime Regulation, promoting the use of renewable and low-carbon fuels in maritime transport. The Directorate-General for Natural Resources, Security and Maritime Services has been designated as the responsible national authority, with a sanctioning regime whose revenues will support cleaner fuels and port infrastructure development.
A Draft Law was approved to legally formalize high value-added activities for taxpayers already benefiting from the non-habitual resident regime, enhancing constitutional compliance and legal certainty.
The execution of the National Sports Development Plan was amended to allow the use of unspent funds for sports facilities affected by the storm «Kristin». This decision aims for more efficient resource utilization without increasing the overall approved expenditure.
Entities within the Ministry of Internal Administration were authorized to incur expenses for cleaning services in 2027 and 2028, with a total investment of approximately 40.3 million euros. A public tender will be launched for entities supervised by the ministry.
The scheduling of multi-year commitments, between 2027 and 2030, for the rehabilitation of the Burnay Palace and its gardens was authorized, maintaining the maximum global amount of 15.76 million euros.
