The Cities' Climate Passport promotes the monitoring of municipal progress, knowledge sharing, and the dissemination of good practices, strengthening the link between national and European climate policies and local action. It involves municipalities, intermunicipal communities (CIM), metropolitan areas (AM), and energy and environment agencies (AEA).
The initiative aims to be a national benchmark for monitoring and valuing Municipal Climate Action Plans (PMAC), encouraging the implementation of measures, highlighting achieved results, and promoting the progressive improvement of territories' climate performance. It currently has 80 subscribers.
Key objectives include encouraging PMAC implementation, harmonizing monitoring processes through simplified reporting mechanisms, valuing continuous municipal progress, and promoting active sharing of knowledge and innovative solutions, aligning local climate action with national and European strategic guidelines.
Supervision is provided by the Climate Agency, with operational management by ADENE. This accession represents a commitment to strengthening local climate action and building a more sustainable and resilient territory.
Guimarães' participation reinforces its position in the ecological transition, particularly as the city assumes the role of European Green Capital 2026.
