The Landscape Laboratory in Guimarães hosted the presentation meeting for the Monitoring Report of the first implementation cycle of the Municipal Climate Action Plan (PMAC), spanning the period from 2024 to 2026. The session was chaired by the Councillor for Environment Alberto Martins and attended by members of the monitoring and follow-up committee, including representatives from municipal entities, local political forces, environmental organizations, security forces, the social sector, academia, and schools.
Coordinated by the Department of Environment and Sustainability of the Guimarães Municipal Council, with the support of the Landscape Laboratory, the first monitoring cycle allowed for the consolidation of a follow-up methodology, the collection and systematization of information, the analysis of results, and the validation of data with the technicians responsible.
The report details the progress of the 66 measures outlined in the Plan, distributed across 10 adaptation sectors and six mitigation sectors. In adaptation, 79.6% of actions have been initiated and 48.8% completed. In mitigation, 43 out of 72 identified actions are currently underway. The document analyzes the emission reduction potential, indicating that its full realization can meet the emission reduction target set for 2030.
A new feature of this report is the introduction of a tool to identify and anticipate risks associated with the execution of each measure, supporting priority setting and the adoption of response measures. This approach complements the sector-based risk assessment with an individual analysis of the PMAC measures, allowing for the early identification of situations that could compromise execution.
The document also highlights the importance of strengthening the monitoring of performance indicators, coordination between different sectors and institutions, and the availability and quality of data for decision support. The PMAC monitoring, with a horizon up to 2030, is a dynamic instrument whose results will serve as a reference for the next follow-up cycle, enabling the update of the execution status, deepening risk analysis, and adjusting priorities.
This first monitoring report represents a step forward in Guimarães' commitment to evidence-based, monitored, and transparent climate action, aiming for municipal objectives of climate neutrality by 2030 and the construction of a one-planet city by 2050.
