The National Association of Parishes (ANAFRE) has called for the closure of all its services on November 4, 2026, in protest against the non-fulfillment of the political agreement and the rejection of its proposals in the 2027 State Budget.

The decision was made by ANAFRE's Directive Council, meeting in Pombal on October 12, 2026, after analyzing the budget proposal. The association considers there to be a "disregard for the commitments made to local proximity power" and demands urgent meetings with the Prime Minister, the Minister of Finance, and the Parliamentary Groups in the Assembly of the Republic.
In July 2026, ANAFRE had presented four fundamental proposals, including the reinforcement of the Parish Funding Fund (FFF) to 3.5% of the average IRS, IRC, and IVA revenue, the financing of full-time elected officials, the update of funding for the Lisbon municipality, and the right of first refusal for property acquisition for public interest. These proposals were not addressed.
In addition to service closures, ANAFRE will promote four decentralized meetings with Parishes across the national territory and is considering other forms of protest if demands are not met. The Parish Council of Amora subscribes to this position and supports ANAFRE in defending the populations and municipal proximity.
