The institutional website of the Vila do Conde Municipal Council has received the Gold Seal of Usability and Accessibility, awarded by ARTE – State Technological Reform Agency, the highest level of this certification.

The distinction recognizes compliance with accessibility and usability requirements in digital services, with the municipal portal classified as fully compliant with the demands of Decree-Law no. 83/2018. The award involved automatic and manual evaluations, content analysis, and usability testing with users, including people with disabilities.
The automatic evaluation, conducted via AccessMonitor, analyzed 6,771 pages of the site, registering an average score of 9.9. The manual audit focused on a sample of 20 pages, confirming compliance with the nine applied heuristics. Usability tests were carried out with six participants, four of whom had visual impairments.
The portal includes features to facilitate access to information, such as direct navigation to main content, search, sitemap, glossary, and frequently asked questions. The homepage also centralizes links to areas like regulations, public procurement, and urban planning.
The certification is part of the operation “Certification with gold seal of the institutional website,” integrated into investment C19-i01 of the Recovery and Resilience Plan (PRR), with 100% funding and an allocated amount of 10 thousand euros. The Usability and Accessibility Seal distinguishes the application of good practices in digital public services, with requirements for the Gold level including compliance with WCAG 2.1 level AA standards.
