As part of the ongoing negotiations regarding the State Budget Proposal for 2027, the National Association of Parishes (ANAFRE) obtained significant guarantees for local authorities during a meeting held today, November 3rd.
Among the secured commitments, it is highlighted that all parishes will receive an increase in the Parish Financing Fund (FFF) compared to 2026. An additional reinforcement of approximately 50 million euros is projected for the FFF in 2027, beyond the amount already budgeted.
For the first time, parishes will have the Right of First Refusal in Property Acquisition, placing them on par with Municipalities. Furthermore, access to medium-term credit for housing projects has been ensured, although it is conditional on technical definitions in the final draft.
ANAFRE also announced that negotiations continue regarding the increase of the Administrative Reform for Lisbon. As a positive sign of progress in the negotiations, the association has suspended the national service closure action that was scheduled for tomorrow, November 4th, 2026.
ANAFRE will participate tomorrow, November 4th, in a hearing at the Assembly of the Republic, where it will present an opinion conditioned on the approval, in specialty, of the measures reached during negotiations.
