Prime Minister Luís Montenegro announced that the Government has quintupled public investment in housing over the last two and a half years, as part of a strategy to "transform housing in Portugal" and increase market supply.

In his initial address during the discussion of the State Budget for 2027 at the Assembly of the Republic, Luís Montenegro emphasized that the current housing crisis stems from a decade with little significant house construction. The head of the executive assured that the Government is "transforming housing in Portugal with a sense of justice, empathy, and social solidarity," advocating for "more public and private, municipal and cooperative supply, new construction and rehabilitation, houses for sale and houses for rent".
Montenegro called for the involvement of "all arms, all sectors," stating, "we cannot, out of ideological prejudice, dismiss anyone." He recalled that in the last two and a half years, public investment in housing has quintupled, over 32,000 homes have been completed with PRR funds, and construction permits have doubled. The annual average of new homes has risen from 15,000 to approximately 27,000.
The Prime Minister also mentioned the inventory of 83,000 public buildings that can be allocated to housing. He highlighted the reform of undivided inheritances as a mechanism to "bring many properties currently blocked to the market" and the reform of the legal regime for renting to generate more confidence and, consequently, more available homes.
