The Government marks the start of works for the first section of the High-Speed Rail (HSR) Line Porto-Lisbon, between Porto/Campanhã and Oiã, promising a 1h15 journey between the two cities.

The construction project for the High-Speed Rail (HSR) Line Porto-Lisbon reaches a decisive milestone with the commencement of works on the first section between Porto/Campanhã and Oiã. Infraestruturas de Portugal, IP, and the consortium AVAN Norte mark this step with a public session at the construction site in Aveiro.
The Porto-Oiã section (71 kilometers), which includes a new road-rail bridge over the Douro River, the expansion of the Porto-Campanhã Intermodal Station, and a new Vila Nova de Gaia-Santo Ovídio Station, corresponds to lot A of the first phase. The project, in a Public-Private Partnership (PPP) format, aims to be a structuring factor for the territory and public passenger transport service.
The rail link between Porto and Lisbon will allow for a journey of approximately 1h15, serving the New Lisbon Airport and the Iberian link to Madrid in about 3 hours by 2034. The concession contract for the Porto-Oiã section, with an estimated cost of two billion euros, was signed on July 29, 2025, and benefits from financing from the European Investment Bank (EIB) and the Connecting Europe Facility.
The Minister of Infrastructure and Housing, Miguel Pinto Luz, highlighted that "High-Speed Lines are, alongside the New Lisbon Airport, the biggest projects the country will undertake this century", emphasizing the importance of national consensus on rail investment.
Rail transport is considered central to national mobility policy and to meeting decarbonization objectives, aligned with the EU Green Deal and the Paris Agreement. Portugal thus fulfills the commitments of the National Railway Plan (Resolution of the Council of Ministers 77/2025, of April 16, 2025) and the PNI 2030, aiming to improve rail access to international corridors and the future Lisbon Airport, in line with the European Commission's objectives to double passenger rail traffic.
