ERSE has released its report on the technical service quality of the electricity sector for 2025, revealing a general deterioration in electricity supply continuity indicators, influenced by exceptional events.

The report from ERSE – Energy Services Regulatory Entity, covering 2025, assesses the quality of electricity supply provided to consumers by the electricity transmission and distribution network operators. Quality is measured through continuity and electricity quality monitoring indicators.
In 2025, service continuity indicators showed a deterioration compared to the previous year. On the mainland, the impact of the Iberian blackout on April 28 was the main factor. The transmission network, operated by REN – Rede Elétrica Nacional, experienced 92 supply interruptions, 87 of which were associated with this exceptional event. Despite the overall decline, individual standards were met at all delivery points.
In the distribution network, operated by E-REDES, the deterioration was driven by seven high-impact incidents, also classified as exceptional events. The Iberian blackout interrupted service for all customers, with an average duration of about 10 hours. All general standards applicable to medium and low voltage networks were met. However, individual standard non-compliance increased by approximately 53% to 111,182, and customer compensation payments totaled around 2.1 million euros, double the 2024 amount.
In the Autonomous Regions of the Azores and Madeira, operated by EDA- Eletricidade dos Açores and EEM – Empresa de Eletricidade da Madeira respectively, a decline in service continuity indicators was also observed.
At EDA, the deterioration resulted from an increase in accidental interruptions originating from production and networks. A breach of general standards occurred on the island of Faial, along with nine individual standard breaches, triple the number in 2024, with compensation payments of approximately 84 euros.
At EEM, increased accidental interruptions and an exceptional event due to extreme weather phenomena contributed to the worsening indicators. While all general standards were met, 252 individual standard breaches related to total interruption duration were recorded, an 85% increase from 2024. Compensation payments by EEM amounted to about 8,228 euros, 4.5 times higher than the previous year.
