The European Commission has launched a new call for proposals worth €114 million under the Citizens, Equality, Rights and Values (CERV) Programme, aimed at supporting civil society organisations in promoting fundamental European Union values.

The initiative, named Union Values, seeks to strengthen the role of civil society organisations in promoting fundamental rights and democratic participation, recognising their importance in building more inclusive societies and protecting European values.
The call plans to select intermediary organisations, which will be responsible for providing financial support and developing capacity-building actions for civil society organisations at local, regional, and national levels. This model aims to facilitate access to funding, particularly for smaller organisations, and enhance their ability to respond to the challenges they face.
Key priorities include strengthening the sustainability and resilience of civil society organisations, promoting equality and fundamental rights, raising awareness of democratic values, and encouraging dialogue, transparency, and good governance.
This is the third and final call dedicated to European Union Values under the current CERV Programme, offering a co-financing rate of 94% and projects with a maximum duration of four years.
Applications are open until February 24, 2027, via the European Commission's Funding & Tenders portal. On December 3, 2026, at 9:00 AM (mainland Portugal time), an information session will be held to present the call for proposals.
The Commission for Citizenship and Gender Equality (CIG) is supporting the dissemination of this funding opportunity, ensuring that information reaches organisations and entities working to promote equality, combat discrimination, and defend fundamental rights.
