The number of collective self-consumption projects and renewable energy communities in operation in Portugal has more than doubled between January and September 2026, reaching 2,127 projects.

Between January and September 2026, collective self-consumption projects and renewable energy communities in operation have more than doubled, increasing from 879 to 2,127, a 142% rise. The installed capacity associated with these projects reached 124.1 MW in September. Individual self-consumption has over 282,000 certified installations, totaling approximately 2.78 GW of accumulated power.
New regulations simplify procedures, expand energy sharing possibilities, and streamline participant entry and exit. Projects that meet the conditions for activity by the end of 2029 will benefit for seven years from a total exemption of the Costs of General Economic Interest (CIEG) applicable to energy self-consumed through the grid.
This evolution aligns with the Government's work to simplify and unblock self-consumption projects, now further enhanced by Decree-Law No. 130/2026, of June 29.
“

"We are removing obstacles that for too long made these projects more difficult and time-consuming than they needed to be. The results are evident: between January and September, the number of operational projects more than doubled. We want to continue transforming projects into effectively produced and shared energy, with simpler rules, faster processes, and concrete benefits for people."

Maria da Graça Carvalho · Minister of Environment and Energy
The exemption from CIEG strengthens the conditions for more families, businesses, municipalities, and public entities to participate in the production and sharing of renewable energy.
