The Portuguese Institute of Quality (IPQ), along with partners from Spain and Italy, has extended its international collaboration on quality management system peer reviews to Romania's National Metrology Laboratory in 2026.

Peer reviews are a crucial international mechanism for validating the quality management systems (QMS) of National Metrology Laboratories (NMLs) from countries that are signatories to the International Committee for Weights and Measures Mutual Recognition Arrangement (CIPM-MRA), particularly those opting for self-declaration of their systems.
Since 2009, Portugal, Spain, and Italy have collaborated in this area through the EURAMET #1123 project – On-site Peer Review CEM, INRIM and IPQ. This partnership involves annual visits between the NMLs and Designated Institutes of the three countries for Quality assessment, covering all metrological domains with Calibration and Measurement Capabilities (CMC) published in the database of the International Bureau of Weights and Measures (BIPM) every five years. NML QMS are assessed biennially.
In 2026, the EURAMET #1123 project expanded its partnership to include Romania's National Metrology Laboratory. The initial peer review visits took place on October 14th and 15th, covering areas such as Force, Electricity, Mass, Acoustics, Length, Photometry, and Refractometry, in accordance with ISO/IEC 17025:2017. The evaluation teams comprised specialists from IPQ, the Spanish Metrology Centre (CEM), and Italy's National Metrological Research Institute (INRIM).
Romania's National Metrology Laboratory is based in Bucharest, with the Force Laboratory located in Timișoara. The outcomes of these evaluations aim to contribute to the continuous improvement of the quality management system and the technical components of the covered areas.
