The Municipality of Leiria has presented a Municipal Contingency Plan (PMC) for adverse weather episodes, focusing on precipitation, floods, wind, and storms, as well as power and communication failures.

The document, currently in development, foresees the implementation of preventive measures and the creation of four readiness and action levels. The actions to be executed will be defined based on the severity of forecasts issued by national authorities and the assessment by municipal services and other local entities.
Regarding precipitation, essential measures include checking structures and critical points, pre-positioning pumps, protecting facilities, and preparing for potential road closures.
In scenarios of extreme wind, priority will be given to protecting trees, roofs, and structures, with the definition of alternative routes and safety measures.
For situations involving power and telecommunication outages, preventive actions include ensuring generators, fuel, and water, as well as conducting tests and maintaining redundant communications.
In terms of dissemination and communication, in addition to usual channels, partnerships will be established with local media outlets, with a special focus on radio, and other forms of direct contact with the population will be explored.
This Plan complements the Municipal Emergency and Civil Protection Plan and will be analyzed and approved at the next meeting of the Municipal Commission for Emergency and Civil Protection, scheduled for the end of the month. The initiative follows the devastating impact of storms that affected the municipality earlier this year.
