The Leiria Municipal Council approved, in a Council meeting, the list of 122 vacant buildings, properties unoccupied for at least one year, in the areas of the Historic Center, Nossa Senhora da Encarnação, and Arrabalde D’Aquém. This number represents a decrease of nine properties compared to 2025, corresponding to a 6.9% reduction.
The Historic Center has the largest concentration of vacant buildings, with 109 (nine fewer), followed by the Nossa Senhora da Encarnação area with 11 (two fewer), and Arrabalde D’Aquém with two properties, compared to none the previous year.
The list was compiled following a survey by municipal services, which included site visits, verification of water consumption, and consultation of works processes. Initially, 125 properties were identified, but three were removed after analyzing information provided by the owners.
Many of the identified buildings also show signs of deterioration, including the former Hotel Lis, which is considered to be in a state of ruin. This measure is part of the Municipality's ongoing work to encourage the recovery of unoccupied buildings and contribute to the revitalization of the city's older areas.
Property owners will be informed of the decision, and the list will be sent to the Tax Authority for the application of fiscal rules. A building can be considered vacant if it has been unoccupied for at least one year, based on indicators such as the absence of water, electricity, gas, or telecommunications contracts, low consumption, or a property inspection.
