In his presentation, Carlos Pinto Rodrigues detailed MODE – the National Health Service (SNS) Waste Monitoring Model. The model aims to consolidate governance based on data from information systems managed by SPMS, with the goal of preventing waste and early detection of risk patterns associated with prescriptions, care provision, and billing within the SNS.
Funded by the Recovery and Resilience Plan, the MODE solution combines established business rules with machine learning algorithms. It utilizes information from the SNS Control and Monitoring Center, integrated within SPMS, and is expected to be coordinated with internal audits of local health units and entities responsible for central expenditure monitoring.
The presented model aims to contribute to more efficient SNS expenditure management, identify inefficient resource use, prevent waste, strengthen expenditure monitoring, and foster a coordinated analysis of anomalous cases.
The conference also featured participation from Rui Gomes, Director of the Digital Transformation and Innovation Department at the Local Health Unit of Coimbra, and was moderated by Jorge Nunes, coordinator of the Postgraduate Program in Organizational Fraud Management. Experts discussed strategies and best practices for fraud prevention, detection, and investigation in an increasingly digitalized context with heightened compliance and ethical demands.
The initiative marked the conclusion of another edition of the Postgraduate Program in Organizational Fraud Management, focused on training specialized professionals in this critical area of organizational management.
