The Ministry of Agriculture and Sea has launched a €3 million call to support the emergency stabilization of areas affected by the major 2026 forest fires on the mainland.

The call, part of the Strategic Plan for the Common Agricultural Policy (PEPAC), is for the restoration of silvicultural potential following natural disasters. This is the fifth time this funding line has opened for applications, corresponding to the first batch of support for the fires that occurred in 2026.
The financial allocation was determined based on emergency stabilization reports prepared by the Institute for Nature Conservation and Forests (ICNF, I.P.). A new call is planned for the remaining fires, whose reports are still being compiled.
Applications, which can be submitted between October 16th and December 16th, 2026, are non-reimbursable grants using a simplified form. Eligible applicants include public natural or legal persons, management entities of Integrated Landscape Management Areas (AIGP), Forest Intervention Zones (ZIF), common lands (baldios), Forest Management Units (UGF), and Forest Management Entities (EGF).
Priority is given to interventions in territories with grouped or organized management, within Natura 2000 Network or Protected Areas, in areas susceptible to desertification, and in burned areas of 500 hectares or more, as identified by ICNF.
In 2026, the 84 major fires (100 hectares or more) burned 61,048 hectares, accounting for about 82% of the total burned area. The largest occurred in Vouzela (12,746 ha), Valpaços (11,619 ha), Guarda (4888 ha), Torre de Moncorvo (3341 ha), and Vinhais (2121 ha). By October 14th, 74,296 hectares had burned across 8350 rural fires, a decrease compared to the average of the previous ten years.
Emergency stabilization actions aim to prevent soil and water resource degradation, preparing for the recovery of forest areas.
