The Ministry of Economy and Territorial Cohesion has established a Working Group in Coimbra to draft a preliminary bill for a Local Power Code, aiming to simplify and harmonize legislation applicable to Local Administration, thereby enhancing transparency and autonomy.

The initiative seeks to consolidate dispersed legislation into a single code, proposing solutions to improve and bring coherence to the current legal framework. This was announced by the Minister of Economy and Territorial Cohesion, Manuel Castro Almeida, who emphasized the need to "simplify, harmonize, and improve in various aspects the scattered legislation and concentrate it into a single Code".
The Working Group is chaired by Maria José Castanheira Neves and includes representatives from various entities. Members include representatives from the Directorate-General for Local Authorities, the five Coordination and Regional Development Commissions, the Regional Governments of the Azores and Madeira, the National Association of Portuguese Municipalities, the National Association of Parishes, and the National Association of Municipal Assemblies.
