The Single Building Desk (BUPi) concluded its free service for Georeferenced Graphic Representations (RGGs) on September 30th, 2026. As of October 1st, the creation of these representations at the physical offices of participating Municipal Councils, such as Ovar, will incur legal costs.

The legal requirement to end the free service for RGGs at the physical offices of Municipal Councils participating in the BUPi Project came into effect on October 1st, 2026. The Municipality of Ovar is currently preparing the internal procedures for charging for these representations, which will commence on October 19th.
According to the legislation, the foreseen cost for each RGG carried out with the support of municipal or inter-municipal technicians at the local authorities' physical offices is 15 euros for the first nine RGGs, and 10 euros for each RGG thereafter.
However, the BUPi platform allows for the online initiation of identification free of charge, by authenticating with a Citizen Card or Mobile Digital Key. According to technical guidelines from eBUPI - Mission Structure for the Expansion of the Simplified Cadastral Information System, this online procedure remains free for now.
eBUPI has also issued guidelines indicating that, for the time being, no charge should be made for the editing, rectification, or cancellation of an RGG if it needs to be repeated in an existing process. This exemption also applies to new RGGs resulting from an administrative conciliation procedure.
