SPMS, through its Cross-Cutting Procurement Unit, has launched a Dynamic Acquisition System (SAD) for the contracting of transport services for products, people, and equipment in the health sector, effective from November 4, 2026.

This special procurement instrument, reference 2026/514, has a duration of four years and will remain open for new applications, allowing continuous entry of economic operators. The SAD is organized into seven lots covering various types of transport, including products at ambient temperature, controlled temperature, and cold chain, as well as passenger transport.
The lots cover services for Portugal Mainland, with the possibility of extension to international services, and specifically for the Autonomous Regions of the Azores and Madeira. Services include the transport of products under different temperature conditions (ambient, controlled between 8ºC and 25ºC, cold chain such as 2ºC to 8ºC or -20ºC) and passenger transport.
Currently qualified under the SAD are operators DISMED – Transporte de Mercadorias, S.A. (Lots 1, 2, and 3), RNTrans – Actividades Transitárias, S.A. (Lots 1 and 5), and Transdev Move, Unipessoal, Lda. (Lot 4).
This system aims to promote greater competition, flexibility, and responsiveness in the health sector, enabling entities to contract services tailored to their logistical needs. The procedure is published on the electronic public procurement platform www.comprasnasaude.pt and at www.catalogo-min-saude.pt.
